      The purpose of this book is to draw attention to serious violence in America now unprecedented since prohibition with homicide and assault a critical social problem with drug-related injuries and deaths. Public concern has never been greater. Entire neighborhoods in under-class areas of inner cities are routinely terrorized so that people are unwilling to step outside after dark and feel unsafe even in their own homes. Yet no coherent public policy has been put in place to tackle this extraordinary phenomenon. Typically, efforts are piecemeal and ineffectual, characterized so often in recent years by anti-drug programs failing to get to the root of the issue. Policymakers are challenged to develop a meaningful response to the need for reality.
