This article describes the history of policy development regarding placement of children in state custody with relatives in Illinois that begins with implementation of the "Miller v Youakim" rulings and ends with the July 1, 1995, Home-of-Relative Reform Plan. Care of children by relatives has been an informal service that families provide outside of the legal responsibility of the child welfare system. The increasing number of families in poverty provides an alternative explanation for the increasing demand for placement services in Illinois.
